Now you go to a store to buy groceries... you can't pay in pennies, because it's not a debt you owe. Hell, the store can even refuse cash and only accept credit cards if they want. Because it's not a debt. But some tow company is holding your car hostage? The cops are holding you hostage because of a speeding ticket? It's not a good or service you're paying for, it's a DEBT, so they have to accept it.
